Outsourcing web design?

I have never created a website before, and I need a website ASAP, but would like to take over the editing of the website at a later date. Should I make one myself or outsource?
I understand the obvious cost benefit of doing it yourself, but what are some other considerations?

The purpose of the website is to promote a small business, but there will not be any e-commerce.

What if I transfer from Web Development to Culinary Arts degree?

Do chefs make more money than web designers? At a McDonald’s job once, I was taken off sandwich assembly and put on janitorial duty instead. I was also slow on the grill and burnt myself constantly. The same with the deep frying machine and the filling fries station. Am I cut out to be a chef even though I’ve always been clumsy in the kitchen?

I chose web development because it was something I don’t fail at. It’s such an unbelievably boring, unhealthy and lonely profession. Also, I find that people disrespect Web Designers because everybody stereotypes the profession as "anyone can do it." Then, those same bull-headed individuals make a Web site for everyone to use to show up the profession as unneeded and useless and they end up devoting a lot of budget and resources to design a site that only a few people can use because it’s so confusing. Unfortunately, the site is for a college and the college doesn’t have any more money to undo the waste-of-resources that they’ve already thrown away on a brainless designer who only knew how to outsource to con-artists who also didn’t know what they were doing.

The profession is full of bull-headed idiots who don’t care that nobody else can figure out their way around the sites they design. I get way too grieved in that line of work besides it being very time-consuming, boring, lonely and fattening. I’d like to do those things that I’m unfortunately limited in. My brain has repaired itself a lot over the past decade, but I’m still clumsy in the kitchen. Is there a chance I can be a chef?
On top of that, the sad thing is, the college doesn’t see anything wrong with their site because they already know how to use it and they also know that they have no budget left and are nearly broke; they’ve thrown away their budget on con-artists and now they can’t even afford decent computers. It’s a sad line of work because I see organization on the brink of extinction all the time and, even if I did go into that profession and work as a Web Designer, the company wouldn’t have the money to pay me. I’d always be getting the short end of the stick. Chefs get paid though, right?
Aww, come on. Someone please answer?

How do I offer revenue share to a company overseas?

I want to form a web-design/development company here in the states, but I want to outsource the work to one company overseas.

I have 0 money, and I thought I might try to seek a company who will preform the work for free, (up to a certain amount ) and when there is money coming in, they get a percentage of the revenue.

I dont have a business license or anything else, how do i go about doing this?
